The City has its first Community Engagement Framework!
The City of North Vancouver recently developed its first Community Engagement Framework so that people who live, work and play within our city have meaningful opportunities to impact the decisions that affect their lives. The Framework is a document that outlines the kind of community engagement that the City commits to implementing.
Community engagement is the activities conducted by the City to involve the community in the decision-making process. It is also known as public participation or public consultation.
What is an engagement framework?
An engagement framework is a consistent, equitable approach to engagement that helps the City make informed decisions and develop trusting relationships with the community. The Community Engagement Framework is being developed to align with research and informed practices such as principles of equity, diversity and inclusion. The work also refers to the International Association for Public Participation (IAP2) Spectrum and Principles. IAP2 is a globally-recognized organization that provides standards to support entities that affect the public interest in Canada and around the world.

The City finished a second and final phase of engagement in June 2025. The completed Framework, integrating feedback from Phase 2, was presented to City Council in July 2025 and adopted. You can download the final Community Engagement Framework here.
