The City has its first Community Engagement Framework!

The City of North Vancouver recently developed its first Community Engagement Framework so that people who live, work and play within our city have meaningful opportunities to impact the decisions that affect their lives. The Framework is a document that outlines the kind of community engagement that the City commits to implementing.

On July 7th, the Community Engagement Framework was brought before City Council and was adopted.

What is engagement?

Community engagement is the activities conducted by the City to involve the community in the decision-making process. It is also known as public participation or public consultation.

What is an engagement framework?

An engagement framework is a consistent, equitable approach to engagement that helps the City make informed decisions and develop trusting relationships with the community. The Community Engagement Framework is being developed to align with research and informed practices such as principles of equity, diversity and inclusion. The work also refers to the International Association for Public Participation (IAP2) Spectrum and Principles. IAP2 is a globally-recognized organization that provides standards to support entities that affect the public interest in Canada and around the world.

How was the Framework built?

The City conducted two phases of community engagement to inform the Engagement Framework. The first phase took place in 2023 and 2024, and helped develop a series of guiding principles. The Phase 1 What We Heard Report shares the draft principles that were generated. Next, in 2025, a second phase of engagement with interest holders helped fine-tune a draft Framework and identify key actions to put the Framework into practice. What's next?

The City will work to implement the Framework, guided by the items identified in the Framework Action Plan.

    The City is conducting a second and final phase of engagement. The final Framework will be presented to City Council in July 2025. Participate online or at one of the in person events below to provide your feedback!

    1. Review the draft Framework and share your comments below until June 14th, 2025.
    2. Attend a pop-up open house:
      • June 9 from 12 p.m. to 4 p.m. - City Hall | Google Maps

    Currently, we are working on developing the draft of the Community Engagement Framework that reflects the findings from community engagement. Once the draft is ready, we will share it with the community for feedback.
