Rezoning Summary

Update – October 26, 2021: This week, the NSNH project received unanimous approval from Council for bylaw amendments that will help facilitate the development of the proposed community hub. This is an exciting milestone in the project and one step closer to realizing an important new community amenity. The development will include the new, expanded North Shore Neighbourhood House, an overnight respite and care facility, up to 260 affordable rental units, and an expanded and redesigned Derek Inman Park. The project will take place over three phases, and there will be an opportunity for the community to provide input and feedback on design. Watch for updates and more information to come.


Update – October 5, 2021: The project team has incorporated community feedback in the project review and summary presented to Council. The project has been referred to a Public Hearing – learn more.

The redevelopment of the North Shore Neighbourhood House (NSNH) site is a unique opportunity to bring together community-oriented organizations into a vibrant and integrated hub in the heart of Lower Lonsdale.

The NSNH site is City-owned land located at St. Georges Avenue between East 1st and East 2nd Streets. The existing site includes an aging NSNH facility, Derek Inman Park, Lower Lonsdale Community Gardens, Charros Gardens, and a Heritage B building.

In 2019, Council directed staff to explore the feasibility of replacing the NSNH facility and integrating non-market housing and other non-profit components in partnership with Hollyburn Family Services, Catalyst Community Developments Society, and Care BC.


Project Description

The development of “The Hub” will feature a new and expanded NSNH facility that offers:

  • Child care and child development support programs
  • Youth and senior programs
  • Wellness and recreation activities
  • Food bank and food security programs

The Hub will also provide a variety of community amenities such as adult day and overnight respite care program, affordable (below-market) rental housing, and a redesigned Derek Inman Park.

We’re at the first stage of the redevelopment process, which will require an Official Community Plan Amendment, Zoning Bylaw Amendment, and park boundary adjustment. The OCP amendment will allow the addition of residential use for the proposed affordable rental housing. The Zoning Bylaw Amendment will permit development of these amenities across two new mixed-use buildings with a range of heights, up to approximately 18 storeys.

Project Partners

Catalyst Community Developments Society is a non-profit real estate developer who will deliver and operate the below-market rental housing proposed in Phase 1.

The Health & Home Care Society of BC (Care BC) is a non-profit health services provider who will operate the overnight respite care and adult day program proposed in Phase 1.

North Shore Neighbourhood House is a non-profit community service provider who will operate a range of community services in the new NSNH facility proposed in Phase 2.

Hollyburn Family Services Society is a non-profit community service provider who will deliver and operate the below-market rental housing proposed in Phase 2.
