Update May 16, 2022: Council heard from eight speakers, most in support for the project to help meet demand for rental housing in the City. The rezoning was adopted on July 11, 2022. View Council Meeting Archive.

Update February 17, 2022: The applicant has submitted detailed designs incorporating feedback from the pilot process, such as enhanced rooftop amenities, appropriate landscaping, and adequate building setbacks. The proposal has been reviewed and well-received by the Advisory Design Panel. Staff reviews are underway and the proposal is expected to go to Council in the Spring for decision on whether a public hearing would be held.

Development Approvals Process Pilot

The City is evaluating an alternate process for reviewing development applications. The new process is intended to engage with the community earlier and make it easier for residents to provide input to help inform the design of proposed developments.

The development application for 115 East Keith Road is being reviewed using this new process. The proposal has already gone through a Co-Creation Workshop, which is a new tool being tested as an opportunity for engagement between community members, developer, and the City to help co-create design ideas for the proposed project.

We will be gathering further feedback on this development application through the survey below that will be shared with the developer. As well, we will be connecting with participants who provided input on the development application to find out about how the new process worked for them.

This pilot process is an initiative that emerged from the Balanced Housing Lab project.

The Development Application: 115 East Keith Road

Cascadia Green Development has submitted a development application to rezone 115 East Keith Road to permit the development of a six-storey rental residential building, with 10% of the units as Mid-Market Rental.
