Consultation has concluded

PROJECT UPDATE: Thank you for your input on the traffic & safety improvements in the Cloverley neighbourhood. We are in the process of analyzing all of the data collected over the last year as well as the survey results. A summary of all the information will be posted here shortly.


Back in December of 2019 we introduced traffic calming measures to better understand the potential traffic pattern impacts.

These included:

  • Installing centreline delineators on Hendry Avenue between East 6th Street and East 4th Street
  • Making the laneway north of 4th Street one-way
  • Maintaining existing right turn restrictions between 3-6pm Mon-Fri from laneways onto Keith Road
  • Physically restricting right turns onto Keith Road from Heywood Street

Your comments, combined with feedback, traffic data and best practices in traffic management planning will inform our next steps for this project.

Since 2016 City staff have been working with this community to improve safety and address shortcutting in Cloverley. Traffic calming measures put in place have not succeeded in reducing shortcutting on local roads, as drivers have shifted onto other roads in the area.

In spring 2019 Council directed staff to hire a consultant to review of measures to date. The final review recommended restricting access to the Cloverley area from Keith Road as the only option to completely address this problem. City staff held a community meeting and received feedback from neihgbours that the proposed pilot project was more restrictive than the current situation requires. As a result staff have modified the project to balance the benefits and impacts throughout the neighbourhood while retaining the intent of the consultant’s report.

    I attended the Tuesday meeting, I am NOT in favor of the new traffic calming plan.. I wanted to ask about the Cloverley school parking lot, If the amount of vehicles going to and from there affects the traffic count. Should this also be taken into consideration? I believe the traffic calming plan should be halted, and our neighborhood put back to the way it was originally, Removing all the Calming Restrictions except for the speed bumps.     this looks pretty, pretty terrible. whoever presented this as a possible solution should be fired. it doesn't take into account people living in the area what so ever. the might as well get rid of all the roads in the area. cut your losses before it is too late.

    I was at the meeting on Tuesday and asked you IS THIS A DONE DEAL? You did not answer, because you knew it was a done deal.

    Also, you said you will have a meeting the next day and decide. The next day we read in the paper that the work is startling in two weeks. I am trying to call you but you are not answering the phone. You have hired a consultant (paid with our money) without letting us know what is proposed, now you want to justify the expenditure.

    I attended the meeting in regard to the proposed "Pilot Project" and am appalled at the city's plan to penalize the residents of this neighbourhood.

    We have endured years of construction and traffic congestion and for the most part have not complained but thanks to (given the attendance and opinion of the audience last evening) is a small number of vocal residents.

    I asked the gentleman representing the city how many actual HOUSEHOLDS of the 450 in this area complained but that information was not available. The number of complaining households should have been the basis for your decision to... Continue reading

    I live in the Cloverley neighborhood. I have a business license to provide Speech Therapy and have done so for 8 years. With the measures currently in place, my clients have been confused and usually late the first time they try to get to my office, because of all the one way streets. With the new plan, my clients will be required to join the traffic on Keith Road and if there is any problem, they will be late or unable to get to me, in addition, I travel between schools, homes, and my office and I may not be...     THE DATA IS OUT OF DATE

    I just attended the public information session on the Cloverley Neighbourhood traffic calming pilot project. There were many eloquent voices against the proposed pilot: it is overkill; it traps residents; Kennard is dangerous in the winter; the whole area is dangerous in the winter; why not just undo everything so the people on 6th don't have to suffer so much; it isn't that big a problem as things have improved; what about temporary physical barriers only between 3 and 6; what about barriers on Queensbury at the entrance to the area instead of at...     I received the November 2019 Cloverley Traffic Calming Pilot Plan notice in my mailbox. I'm very disappointed that this "calming" plan is continuing to proceed by introducing yet more barriers for the people that LIVE and WORK in the City of North Vancouver. This plan continues to have a very negative impact on the overall quality of the neighbourhood, and frankly I would rather have 1-2 days a month of traffic backing up into my neighbourhood vs. 365 days of living in a maze of traffic regulations, no left turns, speed humps, and signage everywhere.

    It's pretty scary biking down this hill knowing that if someone didn't see me and turned left in front of me then another white bike would have to be put up to commemorate another dead cyclist.
